The European Confederation of Former Combatants was formally recognized by the French government on April 19, 1962. It is now recognized by the Council of Europe as having a consultative role. Its aim is to strengthen links between both former allies and enemies in Europe in order to foster peace, goodwill, security, co-operation and friendship and to defend human rights. During the Cold War, it acted as a contact point between the opposite sides and was one of the leading proponents of the Helsinki Accords. In more recent times, it has worked to smooth the path of the former Eastern bloc countries into a united Europe.
The cross is awarded to those who have dedicated themselves to peace, defending civiisation, liberty, a united Europe and the education of next generations about the sacrifices and horrors of war. To be eligible for the cross one has to be a registered veteran or have been awarded a war decoration.
